{"id":2338,"date":"2011-03-11T13:55:54","date_gmt":"2011-03-11T18:55:54","guid":{"rendered":"http:\/\/www.easterbrook.ca\/steve\/?p=2338"},"modified":"2011-03-11T14:26:04","modified_gmt":"2011-03-11T19:26:04","slug":"prevention","status":"publish","type":"post","link":"http:\/\/www.easterbrook.ca\/steve\/2011\/03\/prevention\/","title":{"rendered":"Prevention"},"content":{"rendered":"<p>This article in the NYT times, &#8220;<a title=\"NY Times, March 11, 2011\" href=\"http:\/\/www.nytimes.com\/2011\/03\/12\/world\/asia\/12codes.html?_r=3&amp;hp\" target=\"_blank\">Japan\u2019s Strict Building Codes Saved Lives<\/a>&#8221; about today&#8217;s earthquake reminded me of the classic poem by Joseph Malins, entitled &#8220;The ambulance down in the valley&#8221;. The parallel with climate policy is obvious:<\/p>\n<blockquote><p>&#8216;Twas a dangerous cliff, as they freely confessed,<br \/>\nThough to walk near its crest was so pleasant;<br \/>\nBut over its terrible edge there had slipped<br \/>\nA duke and full many a peasant.<br \/>\nSo the people said something would have to be done,<br \/>\nBut their projects did not at all tally;<br \/>\nSome said, &#8220;Put a fence &#8217;round the edge of the cliff,&#8221;<br \/>\nSome, &#8220;An ambulance down in the valley.&#8221;<\/p>\n<p>But the cry for the ambulance carried the day,<br \/>\nFor it spread through the neighboring city;<br \/>\nA fence may be useful or not, it is true,<br \/>\nBut each heart became full of pity<br \/>\nFor those who slipped over the dangerous cliff;<br \/>\nAnd the dwellers in highway and alley<br \/>\nGave pounds and gave pence, not to put up a fence,<br \/>\nBut an ambulance down in the valley.<\/p>\n<p>&#8220;For the cliff is all right, if you&#8217;re careful,&#8221; they said,<br \/>\n&#8220;And, if folks even slip and are dropping,<br \/>\nIt isn&#8217;t the slipping that hurts them so much<br \/>\nAs the shock down below when they&#8217;re stopping.&#8221;<br \/>\nSo day after day, as these mishaps occurred,<br \/>\nQuick forth would those rescuers sally<br \/>\nTo pick up the victims who fell off the cliff,<br \/>\nWith their ambulance down in the valley.<\/p>\n<p>Then an old sage remarked: &#8220;It&#8217;s a marvel to me<br \/>\nThat people give far more attention<br \/>\nTo repairing results than to stopping the cause,<br \/>\nWhen they&#8217;d much better aim at prevention.<br \/>\nLet us stop at its source all this mischief,&#8221; cried he,<br \/>\n&#8220;Come, neighbors and friends, let us rally;<br \/>\nIf the cliff we will fence, we might almost dispense<br \/>\nWith the ambulance down in the valley.&#8221;<\/p>\n<p>&#8220;Oh he&#8217;s a fanatic,&#8221; the others rejoined,<br \/>\n&#8220;Dispense with the ambulance? Never!<br \/>\nHe&#8217;d dispense with all charities, too, if he could;<br \/>\nNo! No! We&#8217;ll support them forever.<br \/>\nAren&#8217;t we picking up folks just as fast as they fall?<br \/>\nAnd shall this man dictate to us? Shall he?<br \/>\nWhy should people of sense stop to put up a fence,<br \/>\nWhile the ambulance works in the valley?&#8221;<\/p>\n<p>But the sensible few, who are practical too,<br \/>\nWill not bear with such nonsense much longer;<br \/>\nThey believe that prevention is better than cure,<br \/>\nAnd their party will soon be the stronger.<br \/>\nEncourage them then, with your purse, voice, and pen,<br \/>\nAnd while other philanthropists dally,<br \/>\nThey will scorn all pretense, and put up a stout fence<br \/>\nOn the cliff that hangs over the valley.<\/p>\n<p>Better guide well the young than reclaim them when old,<br \/>\nFor the voice of true wisdom is calling.<br \/>\n&#8220;To rescue the fallen is good, but &#8217;tis best<br \/>\nTo prevent other people from falling.&#8221;<br \/>\nBetter close up the source of temptation and crime<br \/>\nThan deliver from dungeon or galley;<br \/>\nBetter put a strong fence &#8217;round the top of the cliff<br \/>\nThan an ambulance down in the valley.<\/p><\/blockquote>\n","protected":false},"excerpt":{"rendered":"<p>This article in the NYT times, &#8220;Japan\u2019s Strict Building Codes Saved Lives&#8221; about today&#8217;s earthquake reminded me of the classic poem by Joseph Malins, entitled &#8220;The ambulance down in the valley&#8221;.
